Doctors Don't Have Answer To This Particular Question, Why?

A pregnant woman gave birth to two babies,  the first one comes out by 11:58 pm of December 31st 2018,  while the second one came out by 12:04 am of 1st January 2019.
Now the doctor is confused she asked this questions.

1. Are they twins?
2. Are they age mates?
3.Which year will they claim?
4.In which month with they celebrate their birthday?
